Decorations in Splatoon 3 are mainly used to customize your locker in the Locker Room. Just go to the Locker Room in the lobby and use your decorations to personalize your locker and show off your style to other players!
Decorations do NOT improve gameplay, so just have fun with 'em!
I personally love using decorations to express my personality in the game. It makes the locker feel like my own little space in Splatoon 3!
