Alright, to use the dunk meter in 2K23 on PS4, you gotta hold down the right stick (R3) while driving towards the basket. Release it at the top of the meter for the best dunk! Timing is everything!
I had some troubles with this too, but here's the trick: Hold R3 while attacking the rim and release right at the peak of the meter. Once you get the hang of it, you'll be slamming down like a pro!
Honestly, just practice holding down R3 and releasing at the top. That's all it takes.
