Just toss that explosive bait near some creatures you wanna see go boom, and watch the fireworks start. Make sure you're safely hidden though, 'cause things can get pretty wild. You craft it at a Tinker's Workbench, btw, just need the right materials and maybe a quest or two under your belt to unlock it.
