Hedge Edit isn't directly related to Sonic Forces. It's actually a fan-made tool used for modding Sonic games. So, unless you're into modding, you might not really use it!
I've been dabbling with Sonic Forces and the Hedge Edit tool myself, and as far as I know, it's mainly used by the community for creating or modifying game content鈥攍ike levels or character skins. It's not part of the main game content, though, so unless you're diving into mods, you can ignore it!
