To use Holy Water, go to the general info screen and tap the 'Reset' button. This will consume one Holy Water and let you respec the general.

Holy Water in Evony is used to reset your general's skill points, allowing you to redistribute them. Just head to the general's details page, and use the Holy Water from there. Easy peasy!
