Legendary Cores in Fallout 76? Easy peasy! Just head over to an Armor Workbench or Weapons Workbench. There, you can use these cores to upgrade your gear to legendary status or re-roll the legendary attributes of your existing legendary items. Remember, you'll also need some Legendary Modules, so stock up on those as well!
