Just smack it until it works - kidding! You gotta place the converter from your C.A.M.P., then use the terminal on it to swap unwanted ammo for points, and trade those points for ammo you need. It's pretty straightforward, so you shouldn't have any trouble.

Honestly, just sell your unwanted ammo to other players for caps. The ammo converter's interface is a bit clunky and not worth the headache. Caps get you more stuff anyway.
