To use the debug console in Subnautica, press F3 to open the menu, then press F8 to unlock the mouse, and uncheck the 'Disable Console' option. After that, you just press Enter or ~ to open the console and type your commands!

From experience: Go to settings by pressing F3, hover over with F8, uncheck 'Disable Console,' then hit Enter or ~. Easy peasy!
