Easy peasy! First, equip one hair, then go to www.roblox.com on your mobile browser. Log in, go to Avatar, click on the hair you want to add, and select Advanced. Copy the ID and paste it into one of the empty asset ID slots at the bottom!

It's pretty simple actually. Equip the first hair, then head to Roblox's website on your browser, log in, go to Avatar, and select your second hair using its ID in the Advanced settings.
