It's usually in the cabinet where they keep the wallpapers and flooring. Once you've got your wrapping paper, open your inventory, select the wrapping paper, and choose the option to wrap. Honestly? I never wrap gifts in Animal Crossing. Just hand 'em over as is. The villagers seem happy enough!
