Writing on a chalkboard in Fallout 76 isn't like typing a message directly onto it, unfortunately. What you need to do is place the chalkboard in your C.A.M.P. Then, navigate through the build menu to find the 'Letters & Numbers' option to spell out your message next to or on the chalkboard visually. It's a bit of a workaround, but hey, it adds character to your base!

You can't literally write on them. Honestly, they missed a trick there. Would've been cool to leave messages for visitors.

I just stack those little letter decals around it. Not perfect, but gets the job done if you're trying to make your C.A.M.P feel more alive.
