In my experience, if the scroll wheel isn't doing the trick, check your game settings. Sometimes key bindings might need a quick tweak.
Honestly, if you can't zoom out, just take a few steps back IRL. Works every time!
If you're on a controller, you can use the trigger buttons to zoom in and out on the map. Try the left trigger for zooming out!
