I've logged many hours on Ark and can confirm, PS4 and PC players can't join the same servers. A little disappointing, but still a great game!

Unfortunately, Ark: Survival Evolved isn't cross-platform between PS4 and PC. You'll need to stick to one platform to play with your friends.
