Hot take: Empoleon isn’t the best out there. There are better Water types like Swampert.

Empoleon is a solid pick, especially in Great and Ultra Leagues! Its Water/Steel typing gives it some great resistances.

I've used Empoleon in Ultra League and it performed pretty well, especially against Dragon-type Pokémon like Giratina.
