Yep, Cell wouldn't stand a chance against guys like Jiren or Beerus. Even some of the newer characters would leave him in the dust.

Nope, not everyone is stronger. Some side characters haven't powered up much, but the main cast would still crush him.
Not everyone, but most of the main fighters are definitely leagues above Cell now. Goku, Vegeta, Frieza, and many others have surpassed him easily!
I think even Krillin could beat Cell now, considering all the training and power-ups everyone's had!
