Nope, Mike and Balrog are different characters. They both box, but Mike's a one-game wonder from SF1, while Balrog's the famous boxer in later games.

From my experience as a longtime player, Mike from SF1 and Balrog are definitely different characters. Mike never made it past the first game, while Balrog became iconic.
