Nope! You don't need PlayStation Plus to download DLC. You just need to own the base game and purchase the DLC.

I can confirm from experience that you can definitely grab DLC without a PS Plus subscription. I've done it tons of times!

Correct! PlayStation Plus isn't needed for DLC downloads. That's just for online multiplayer and some other perks.
