Rockstar hasn't released a 60fps patch for RDR2 on Xbox Series X yet. It's still locked at 30fps.

No, unfortunately, Red Dead Redemption 2 runs at 30fps on the Xbox Series X, same as on previous-gen consoles.

As of now, RDR2 isn't at 60fps on the Xbox Series X. Maybe future updates will change that.
