Not exactly. The first part of Season 2 is a TV adaptation of the Mugen Train movie, but it also includes some extra content not in the film. After that, the season continues with brand new episodes covering the Entertainment District Arc.

Yup, pretty much! The first 7 episodes are the Mugen Train arc from the movie, but with some new scenes. After those, it's all new material.

Technically yes and no. Season 2 kicks off with the Mugen Train arc from the movie, but it goes beyond that to cover the Entertainment District Arc too.
