Totally bugged. I've had it act up so many times. Just do a workaround and use a different attribute for now.
Self Adjusting isn't bugged, it's just super picky about when it works. Make sure you're meeting all the requirements for it to kick in!
Self Adjusting is totally fine, no bugs here! Just make sure not to get hit too much, or it'll seem like it's not working.
