Having read the manga and watched both anime, I can say Shigure's actions can seem shady, but his intentions are more nuanced. He ultimately cares about the Sohmas.
Shigure's definitely a complex character! He's got his own agenda and can be manipulative, but he's not purely evil. It adds to the drama!
