Short answer: Yes. Long waits? Absolutely. But hey, the suspense is half the fun... or so I tell myself to feel better about my impatience.
Timers? In Fallout Shelter? More common than Radroaches in your dining area. Basically, if you're doing something, you're probably waiting on a timer.
