Nah, Uta isn't your typical villain in One Piece. She actually debuts in One Piece Film: Red as a world-famous singer. Plot twist! She's also revealed to be Shanks' daughter. Uta's character adds complexity rather than being a straightforward villain. She does have her moments that might make you question her actions, but calling her a 'villain' might be oversimplifying things.
