They're random packs of trading cards that you can get on Steam after you've gotten all the free drops from playing a game. You also need to have the Steam mobile authenticator enabled for at least 7 days to be eligible. Great for collectors or if you're trying to level up your Steam profile.

Honestly, they're not that big of a deal unless you're really into collecting Steam trading cards or leveling up your Steam profile. You can get them randomly after you're done with the initial card drops from a game, but it's more of an occasional bonus than anything major.
