You can get them by converting items in your inventory that you don't need, like trading cards or game backgrounds. As someone who's spent more time trading on Steam than I'd like to admit, gems are great for snagging deals on the Steam Community Market. I've crafted booster packs for games I play a lot, which is a nice way to complete my card collections without spending extra money. Definitely more useful than some people think.
