As someone who uses WhatsApp a lot, I can confirm that double check marks mean your message reached the recipient's phone. It can still be unread though!
Simple: message delivered, not necessarily read.
Two check marks mean your message was delivered to the recipient's phone, but it might not have been read yet. Could be stuck in the 'I saw it but I'm pretending I didn't' zone!
