Honestly, luck doesn't really do much of anything in San Andreas. It's pretty much just a filler stat, so don't sweat it if you're not maxing it out.

From personal experience, pumping points into luck helped me win more often at the casino. Could be a coincidence, but hey, I'm not complaining about the extra cash!
