It's basically when your game and the server aren't talking right. You might see characters jumping around or shots not registering.

Packet loss in Apex Legends means bits of data (packets) that were supposed to reach the game's server or come from it didn't make it. Imagine sending a letter and it never arriving. In-game, this results in lagging, teleporting, or even getting disconnected because the game can't sync up properly.
