Actually, some of the OVAs and special episodes haven't been dubbed, but the main series is all covered.
As of now, the English dub of Naruto Shippuden is completed, so all episodes should be available dubbed!
From my experience, all main episodes of Naruto Shippuden are dubbed. I binged the entire series on Hulu without any issues!
