Honestly, anything from the GTX 600 series or equivalent AMD cards can run TF2 smoothly. Save your money for those sweet hats instead.
For TF2? You can run it on a potato! Joking aside, even integrated graphics from recent Intel or AMD CPUs should be enough.
TF2 is pretty old-school in terms of graphics requirements. Something like the NVIDIA GTX 750 Ti or Radeon R7 260X will do the trick.
