Hate to be the bearer of bad news, but Quan Chi's not in MK11. Scorpion did him in during MKX, and it seems NetherRealm decided to keep him buried.

Quan Chi's story in Mortal Kombat ends in MKX where Scorpion ends him. He doesn't make a return in MK11.
