You could technically sign up, but if PayPal finds out that you're under 18, they might close your account faster than you can say 'oops'.
If you create a PayPal account under 18, it's against the rules and can be shut down.
From experience, if PayPal discovers you created an account underage, they'll restrict it, and you'll lose access to your funds. It's not worth the hassle!
