Frustration is the default Charged Move for Shadow Pokemon in Pokemon GO, and yes, it's frustratingly bad. Use a Charged TM during events to get rid of it.

In Pokemon GO, Frustration is a Charged Move that Shadow Pokemon know when you catch them. It's pretty weak, but you can replace it with a better move using a Charged TM during special events.
