Having tried most of them, I鈥檇 say Germany is top tier for aggressors. The troop training and action point recovery bonuses really help in both PvE and PvP.

In my experience, the best civilization depends on your play style! If you love early-game aggression, Rome with its infantry boost is fantastic. But if you鈥檙e into gathering resources or exploring, China might be the way to go with its building speed bonus.
