Just gonna throw it out there, but if we're talking raw numbers without any fancy combos or setup, Shuckle GX’s 'Wrap GX' move can technically hit for infinity damage. That's right, infinity! But good luck setting that up.

The highest damage a Pokemon card can achieve depends on the combo and circumstances, but the Mega Mewtwo EX (from the XY series) has a 'Psystrike' attack that can do 200 damage straight up, and with the right combination of other cards to boost its power, it can soar way beyond that. There's also Rayquaza GX's 'Dragon Break' which can technically hit unlimited damage depending on the number of Grass and Lightning Energy attached, though in a practical game, there are limits.
