Honestly, the 'cheapest' card is subjective since it depends on where you're buying and the card's condition. But, start with common cards from recent sets - they're practically given away.
Just look in your couch cushions, and whatever you find there is the cheapest Pok茅mon card. Seriously though, go for common cards from the latest sets. Dirt cheap.
