Usually, after you hit a certain level, a new island unlocks. Check your level and see which island is appropriate next.
Personally, I found that the best way to find the next island is to use the in-game map and look for islands you haven't visited yet. Worked like a charm for me!
If you've hit a wall and can't seem to find the next island, ask around in the Blox Fruits Discord, someone there will know!
