Start with the 2011 series. It's more updated and completes the Chimera Ant arc. After that, you can check out the 1999 version for a different take.
I watched the 2011 series first, then went back and watched the 1999 version. Both have their charm, but 2011 is the way to go for newcomers.
Honestly, just start with the 2011 version. The 1999 series is a cool time capsule, but not necessary.
