I'd say Umbreon is quite rare because it requires you to walk your Eevee as a buddy for 10 km and then evolve it at night. Worth the effort though!

Many players find getting a Sylveon pretty hard. You need 70 hearts with Eevee as your buddy. Lots of love needed for this fairy-type!

From my experience, Espeon is tricky. Walk 10 km with Eevee, evolve it during the day... and you still need to get the timing right!

Hot take: Leafeon is the rarest because no one wants to walk to that specific PokéStop to evolve it. Just saying.
