As of my last check, the rarest Pokemon to catch in Pokemon GO is probably the ultra-rare, region-specific Uxie, Mesprit, or Azelf. These legendary lake guardians are only available in specific regions and have limited availability!

Honestly, it depends on the event schedule, but typically, region-locked Pokemon like Tropius and Relicanth are extremely rare for many players unless they travel.
