The Sand Dragon is actually a part of a quest given by Mr. Qi. It's not a creature you battle or interact with, but rather, a landmark in the Calico Desert. You'll understand it better once you get the quest to 'bring a prismatic shard to the dark cavern of the desert's sands'. It's more of a cool-looking skeleton in the desert that marks a spot for one of the game's many mysteries.

The sand dragon isn't a foe, just a big old pile of bones lying around in the desert waiting for you to figure out a quest. Pro tip: keep a prismatic shard handy for when you figure it out!
