What is the snitch prerequisite in The Division 2?

Just get to World Tier 1 and complete the Capitol Building Stronghold. The Snitch will start appearing randomly around the map.
First, you must reach Level 30 and unlock the Castle Settlement. After that, The Snitch will typically show up near various Safe Houses. Happy hunting!
