Honestly, it's kinda hard to pinpoint just ONE 'strongest' Pokemon card cuz it really depends on how you play the game. But, if we're talking sheer power and impact, the Shadow Lugia card from the Pokemon XD: Gale of Darkness promotional set is a literal beast with its 1,000 Damage Attack. Not officially playable in tournaments, but boy, does it make an impression!
