Pokemon cards typically aren't printed when they're cycled out of the current competitive format or if they're from very old sets that are no longer in production. Also, special or limited edition runs can stop printing after reaching their production limit!

Never during a full moon, obviously. Just kidding! But seriously, older sets get retired and stop being printed. Also, if a card is banned, they'll stop rolling those out.
