Just unlock the museum and keep donating stuff. Brewster will show up eventually after you find him for Blathers. It's pretty straightforward.

Ah, the elusive Brewster! You can unlock this cool pigeon and his cafe, The Roost, after you've upgraded the Museum and donated at least 15 items (across the fish, fossils, and art to Blathers). Then, Blathers will mention wanting a cafe. After that, you'll go on a short quest for Brewster. Once you find him, the caf茅 will be added, and voila, coffee time!

I got Brewster after playing for a couple of weeks. Had to donate a bunch to the museum and then Blathers gave me a hint about him. Then there was this whole thing about finding Brewster on an island. After that, it wasn't long before the Roost was open. The vibes? Immaculate.
