Basically, you pray to the RNG gods. Heirloom Shards are the unicorn of Apex - mythical, and when you least expect it, BAM, they might just show up in an Apex Pack. So, good luck!

Just keep playing. Got mine after what felt like a million packs but was probably closer to 500. It's random but guaranteed at 500 packs if you're unlucky enough not to hit it before then.
