You need to hit level 35 to unlock the second stairs. Keep going, you're almost there!
You need to progress through the main storyline quests, particularly the ones involving the mysterious cave. Keep at it, you'll get there!
I just unlocked them at level 35. It's worth the grind!
The second stairs open up after you complete the 'Secret to the Second Floor' quest! It's a bit of a grind but totally worth it.
