idk exactly when but soon I hope?? they usually announce these things like a month in advance so just stay tuned!
Late summer, early fall is my bet for 1.4. They've been pretty consistent with updates.
tbh, nobody knows the exact date for the 1.4 update for Honkai Star Rail, but guessing from past updates, it'll be epic with new characters and quests! Can't wait!
