Join a crime syndicate first, then look for 'Train Robbery' in the Crime menu. Timing doesn't matter much, just make sure your skills (like stealth) are up!
I've found that robbing trains works better later in your character's life, when you’ve built some crime experience. Less likely to fail that way!
Just get in a crime syndicate first. Then, rob trains any time. Easy as pie!
