It really depends on where you're at in the series. Ideally, you want to be caught up at least through Episode 1014 of the anime to fully appreciate 'One Piece: Red'. This is because the movie has characters and plot points that might spoil certain elements if you haven't reached that far in the series.

Just watch it whenever, the movies are kinda like bonus content anyway. Not like it'll ruin the whole One Piece experience for you.
